Vannicelli is the name, Cardinal is in the Catholic church the highest rank below the Pope. Legato di Bologna means Representative (Envoy) of the pope in Bologna, a town in Italy. Vannicelli held this position from 1844 til 1846.

Sorry, those are not church towers, but the cords belonging to the cardinal's hat (galero) on top of the stamp.
