according to the postal rate list in my old Schweiz/Lichtenstein-Spezialkatalog from 2003 25 Rappen is the correct foreign letter rate( up to 20g weight) from Oct. 1st, 1907 until Jan. 31, 1921.

The oval purple seal in Italian (French for the street address) means "International Association for the Works to Protect Youth - International Secretariat - 16, rue St Pierre, Fribourg (Switzerland)".
The linear seal in German means "Returned because of war situation".
Because of the round seal from Innsbruck, it looks as if the letter made it from Fribourg (Switzerland) to Innsbruck (Austria), but could not be sent on to its final destination (in Italy ?) because of the war situation.

Al the words are:
The stroken one: Pieve Tesino
The left one: Valsugana
and "zurück" in the meaning of: back (send it back) -
As indicated above, the letter was supposed to be sent to Pieve Tesino in Valsugana (to-day in Italy), but didn't go farther than Innsbruck, from where it was sent back to Switzerland.
To be precise, in 1915 the Valsugana was still in Austria, as the Province of Trentino was ceded to Italy only after the first World War.
I don't know about K.R.B. There was a railway line called "Kronprinz-Rudolf-Bahn", but it does not seem to have gone to Innsbruck and it was no longer active in 1915..

May be, K.R.B. is right K. K. B. and means: Kaiserlich-Königliches Bataillon? = Imperial Royal batallion, a former troop part of Austria-Hungary?
I can not read the word before Innsbruck, what can it mean?
