'PHQ 119‘’, what do they mean? Are they official numbers?
Is the drawing horse on the envelope a private addition or an official illustration?

The 'PHQ' stands for Postal Headquarters. All items published by the Post Office are given a number which is prefixed by letters. The first card issued, on 16 May 1973, was numbered PHQ1, and the numbering sequence has continued to the present day.
There are however two gaps in the sequence, and two duplications. The number PHQ24 was originally set aside for the 9p Silver Jubilee card (issued after the rest of the set), but when it was issued the card was numbered PHQ22E. The next set (Wildlife cards, issued 5 October 1977) had already been allocated the number PHQ25, and so the number PHQ24 was never used.
The London 1980 Exhibition card, issued 9 April 1980 to commemorate the 1980 International Stamp Exhibition, and the set of five cards for London Landmarks, issued 7 May 1980, both had the reference number PHQ43.
The set of five cards for Gallantry, issued 11 September 1990, and the set of four cards for Astronomy, issued 16 October 1990, both had the reference number PHQ129. Consequently, the number PHQ130 was unused.

2 refers to Second Class Postage.
I believe this is not the kind of postcard kartenhai is referring to. PHQ means Postal Headquarters, but the number is a reference to the authorization for prepayment of the postage by the sender. Try to google „postage paid impressions“.
The drawing with the horse is a private publicity on the envelope.

According to those explanations, I have the impression that the horse/lion drawings or photos may be considered as a private design tacitly accepted by the postal service. However, I would be surprised if the postal service had to specifically approve each design on the envelopes. But maybe somebody from the UK could help you further with your questions, also about the cancellations. Regarding the latter, I suppose your interpretation is correct.
The two wikipedia pages you cannot access, are not helpful regarding your envelopes.

This horse picture, I think it should be the postal department specifically approved the pattern on the envelope.

The difference between 1st and 2nd class postage is the speed of delivery (and the price of course). As you could see from the link in my previous answer, postage rates for bulk mail can be relatively flexible, since big companies with huge quantities of mail can negotiate prices with the postal service. Again, I cannot imagine that the postal service approves the individual designs on the envelopes (according to which criteria ?). The text on the back of the envelope only indicates that the sender has a permit to seal the envelope, whereas printed matters normally have to be sent in open envelopes.
