I cannot read every word (names), but here is what I can read (Hotzenplotz is a town in today's Czech Republic) :

Wegen schlechter Strasse wurde bei der Postkutschen Fahrt von Hotzenplotz nach ? ddo. 1864 eine Zuspannung zur vorschriftmässigen Bespannung des Wagens Nr. mit ein Pferde von Hotzenplotz bis ? und weiter geleistet.

The destination could be a place with the ending witz (in Czech: vice). The word is difficult to read, perhaps: Kozlovice (in German Koslowitz)?
