Your interpretation is correct. According to this link, this ANGL. EST. (in red) was put on mail coming to France from England and transported by express courier.
If the letter was only an internal French letter, the writer would not have put "France" in the address.
Note it is sent to the town of Cognac, famous for its brandy.

Sorry, but there exists an incredible number of prephilatelic French postmarks and I am not a specialist of that topic.
Estafette means letter-transport with a post rider like here on a Belgien stamp:

The postmark I have never seen, but 32 on it means the year 1832. The remaining letters and numbers I don`t know.
