Sorry, I cannot properly quote the article I once read, but this grid seems to be a sign for urgent letters. Originally, people wrote "Cito, cito, citissime" ("Urgent, urgent, very urgent") on the letters, but the grid was faster to draw.
I asked an Italian collector, he supposed a charge-letter (registered letter).
