I would call it convoluted rather than sloppy, but I think it simply says "Here" as part of the address, meaning at the same location as the sender. When the sender and the addressee were in the same town, it was common practice to write only Here, Hier, En Ville, E/V, etc. Could you show the whole document, please ?
P.S. Sorry, I had not realised that you referred to your old question at the beginning of the thread where you showed the entire cover. As the letter travelled from London to Air, the explanation above does not hold, although I still think it might read Here.
