another question,
The French word: "décimes", is the postage tax?
Below the "DONGEN" is the date in european form. 11 7 63, means 11th july 1963
Decimes are 10 centimes, 100 centimes = 10 decimes = 1 Franc

You want to know during which period 12 cent was the normal letter-postage within the Netherlands.
I don't know the exact dates, but it must have been from about 1957/1958 until 1963/1964.
In 1958, the 10 cent definitive stamp with Queen Juliana was even reissued with the new 12 cent value in overprint.
