the red stamps are a not official local issue of the bavarian town Aschaffenburg. The block of four looks nice. The edition is from 1946.
I would spent 5 to 10 Euros on it. Maximum.
There`s a true and ridiculous story about these Aschaffenburg-stamps:
If you look at older Michel-catalogues, you will see a price about some thousand Euros. The stamps were very rare....
One day, somebody discovered a lot of sheets of these stamps on the attic of the town hall. There`s no wonder, what happened to the price.... 
The stamp of 1997 is more interesting. It`s a result of a misprint of the printing-office of the WPL, a private printing-firm in Leipzig, in former times known as the official printing-office of the GDR (DDR).
As you see, there are vacant fields on the downside. In my Michel of 1997 the catalogue-value for one stamp with a vacant field is 50 Euros.
I would spent 30 to 50 Euros on the whole block of stamps. As a maximum.

The Aschaffenburg-stamps Nr. III exists in three variants.
Two variants are perforated an one is ist not.
Your stamps are the variant III A x. The water mark is horizontally. Price 70 Euros.
There is no price in the Michel (-.-) for the type III A y (water mark vertically). This does not mean necessarily, that the stamp is expensive.
stamp 2: It`s still the same situation in my Michel from 2007. This means, in my opinion, that it is not possible to check MNH-Stamps from Bad Gottleuba. May be, the reason is, that the official town seal stayed in private hands after the end of the period of validity. So it`s only possible to check the stamps on letter.
The stamp is signed by Zierer HBP. Hanns Zierer was in former times member of the BPP, the German federation of philatelistic experts. He was competent for the SBZ (soviet occupied zone) and for local issues.
In 1991 he was urged to leave the BPP. After this time his reputation sank down to a low level. As you see: He signs Zierer HBP....
HBP looks similar to BPP. Honie soit, qui mal y pense....
