I should greatly appreciate information about these cinderellas.
They were obviously issued by the Latvian Philatelic Association to commemorate Latvian independence in 1918. Were they in fact issued in Latvia at that time, or perhaps by an organization in exile ?

My guess would be that they were issued by exiled Latvians. Given the date they were ostensibly produced and Soviet activity in the same year
(Prague Spring) etc. such was unlikely to have been tolerated.
Various groups have over the years issued such items to draw attention to their plight, highlight their activities or presence.
A letter addressed to Francis Kiddle c/o RPSL (address in the internet)
enclosing a scan of the items should evince a reply. He is one of the foremost experts on Cinderellas.

As you can read on the margin of the lower ones "Vereinigung Lettischer Philatelisten".
Very often you see such items from this time made by the Latvian Philatelic Society of Canada.
