"Red Oval T" is a Hamburg City Post marking (never occurs together with the butterfly marking) and is often seen on transit letters. The "WW" is the British Charge of 1/10d and the "106" could be a sorting number. The "4" should be the Swedish prepayment in Skilling to Hamburg.

Just checked my "Tabeart", the rate for a quarter ounce according to the POD was indeed 1/10d via Hamburg/Hannover. Unfortunately I have buried my books regarding Sweden. But the letter went probably to the swedis P.O. in Hamburg and was subsequently turned over to the Stadtpost.
